The unit is working as designed. The garage was open when I arrived, I tried to close it when I left but it would not close. So I left it open as it was."

Checked over rest of unit and found condenser built up with lint causing poor air flow cleaned and unit is now operating to specs"

Manual damper operating fine with good air flow. Door seals good. Ic door sealing fin, no frost build up. Good frost pattern, cleaned out front of condenser coil, build up quite thick, not seeing flow from condenser fan but can hear it running. Pulled out unit and fan blade had come off.
